Kennedy's top aide on science), Brock Chisholm (former head of the World Health Organization) and Arthur Larsen (director of the World Rule of Law
Center and law professor at Duke University). Wiesner recommended that to insure compliance with official disarmament arrangements, an "international
intelligence network" be developed which could "recruit and train competent secret agents" to find any resistance. In addition, those conducting
