Yes, because they are involved in tracking orbiting objects. What does that have to do with chemtrails?

That is one of the goals, yes. For missile defense to be sure being primary on their list, but who knows, we might need one for other reasons if Earth's magnetosphere acts up... in theory anyway

If that happens, a lot of people who blame HAARP for everything will sing a different tune
