I think that you are really on to something here.

The state of the world's economy is putting a lot of business owners in financial trouble and I fear that maintenance of planes,trains, and automobiles (among other modes of transport) is going to be overlooked more and more.

The longer it goes on, the more will be overlooked until some companies have very dangerous vehicles.

Don't see any answer to this problem at all.
If a person is struggling to stay afloat, they will cut corners.

Rubbish.

I just looked at the NTSB website. In May, 2005, there were a total of 201 reported accidents/incidents.

In May, 2009, there were 142.
