Alien disclosure takes place when one of two things happens.
Either the government gets sick of us demanding to know and then just tells us what we want to hear with some details that they think we already
believe is true, or
An alien ship lands on the White House lawn during a speech with live cameras.
That is, unless you are talking about immagration.
Man kills his fellow man... the why doesn't matter.
