Indeed it is, I remember seeing a documentary about this. The Y/F-16 was suppsoed to do a high speed taxi? (don't remember the correct name) where it was suppsoed to go as fast as possible on the ground without actually starting to fly. Now because the wings were negative-v and top mounted (and the lack of computers) the plane took off and it took and became impossible to control. It took 30 minutes for the test pilot to get the plane safely back to the ground.

FIN. I believe that this is where they found out that the fuselage of the F-16 acted as a lifting body and between that and ground effect there was enough to get the lightly loaded plane airborne.
