"Black Swan" event: a major event that would be difficult to predict, but, in hindsight, appears inevitable.
However, I would posit that "difficult to predict" only applies if one excludes active intervention.

Litigation would take years. Maybe even over a decade. When the 35W Bridge collapsed in 2007, Congress unanimously approved the funds for its replacement. Because of how quickly Congress moved, the new bridge was opened within a year.

It's a tragic accident by the looks of things.
Whether or not it could have been preventable is the pertinent issue.
Well that and finding out what happened to the missing people and if they are ok.
