I think that you're right about this being fake. Just like Communism is a fake, the people own everything is a fake. I could see them doing this to try and stay in step with the other space flying countries. Seems like if it is a propaganda campaign, it's a bit over the top. You can see the ISS on it's predicted path with your own eyes. Better with binoculars or a basic telescope.

but Aaron Persad seems to have made an experiment to answer that

how does water behave in space

pretty interesting

so it would seem that it isn't actually water in a jar as no one has tested this yet apparently?
