In other words: “Yes, we think it would be peachy, but no, we don't see it happening anytime soon, and furthermore, we don't intend to actually do anything about it.”

A reassuring, heartwarming and gratuitously pious sentiment devoid of substance, spoken only for the Conference on Disarmament, and meant to be forgotten immediately afterward.

Such are the ways of international diplomacy.
