China is a natural laboratory for this type thing just because it has so many people who eat the way they do and medicate the way they do. Wuhan market was like the bush meat trade in Africa which is another natural laboratory for strange and nasty diseases.
Animals carry diseases. Different animals with different bugs are brought into close proximity to pass those bugs around. Humans live right on top of animals and butcher them right where they cook them and eat them. Bugs jump to people.
You don't need a fancy biohazard lab making fhrankenbugs. Mother nature does the job all by herself.

Infections with 2019-nCoV also are being reported in a growing number of international locations, including the United States, where 5 cases in travelers from Wuhan have been confirmed in four states (AZ, CA, IL, WA) as of January 26, 2020.
Earlier Sunday, California officials confirmed the third and fourth cases in that state, one in Orange County and one in Los Angeles County. The first two U.S. cases, confirmed last week, involved one patient in Chicago and one in the Seattle region.
All five U.S. patients had traveled previously to Wuhan, China, the epicenter of the infectious disease outbreak, and all five remain hospitalized for now, Messonnier said.
The CDC has just over 100 persons "under investigation" for the new strain of coronavirus in 26 states, said Messonnier. So far, 25 of those have tested negative for the virus, and 5 positive.
The CDC will begin updating these numbers on its website three times a week — Mondays, Wednesdays and Fridays — starting tomorrow on Monday, Jan. 27.
