Because Nazi war criminals are still alive and locating and prosecuting them is of importance. If you want to produce suspects for slavery or the crusades and make your case in court go for it.

How many holocaust survivors immigrated to the US after the war? How many of them are now US citizens?

The office is a part of the State Department. It helps recover stolen / looted items, among other things. It serves a purpose, regardless of how you feel.
