From the Air Force came dynamic and aggressive Richard S. Cesaro. He was recommended to York by Richard Horner, assistant secretary of the Air Force for R&D, and came to ARPA in June.12 Cesaro, a long-time employee of NACA in propulsion research and committee management, had moved to the Air Research and Development Command headquarters in January and was the technical director for aeronautics and astronautics. Cesaro was a master at maneuvers in government decision-making processes, a technical gadfly, and an aggressive proponent for using advanced technology.

I was witness to this in the Washington, D.C. FBI headquarters when they used it on Michael Drosnin in an outrageous demonstration of their command of the technology, and willingness to use it to end a meeting that was forced on them by Senator Pell to discuss FBI involvement in mind control research. The senior FBI person at that meeting was Assistant Deputy for Investigations, Douglas Gow.
His long and prestigious military career began in 1946 when he joined the Navy. His remarkable service included intelligence collection and support throughout Southeast Asia, the Middle East and North Africa. Jones was assigned to the Naval Scientific and Technical Intelligence Center where he headed the Missiles, Ordinance and Astronautics Division. In that position he oversaw the production of intelligence reports for the Navy and Defense Intelligence Agency at all classification levels. Jones chaired, supported and coordinated multiple inter-agency intelligence operations. He briefed the President's Scientific Advisory Committee and testified before House and Senate committees and sub-committees.

Perhaps unsurprisingly, we can also see the usual players operating within the same circles as Pell and they may have been attracted by his belief in the paranormal. Did he have those beliefs before or after meeting Jones et al? Whatever the case, he’d met Uri Geller and he was another one loosely connected to the same folk via Stanford Research Institute. There’s also evidence that Col. Alexander was in the midst with Pell and Jones.
