Ok everyone, one last set of hints and then I'll reveal the answer.

"Remember" , this item is specifically tied to one day a year not only in the US.

It is a part of a whole which is why when it appeared on my lap, in my own house, I was completely confused as to what it was and where it came from. My husband eventually figured it out thank goodness.

It (meaning the whole thing that this is a part of) is meant to be worn or displayed. This could be on a hat, lapel, scarf or wherever you'd like, usually on this specific day.
