It looks to me like he's counting something. Maybe all the reporters with cameras who are gonna die from radiation poisoning because they're too close to the plant.

It appears he's holding a small object and taking readings with his right arm and probably talking into a Mic. he's holding with his left hand. I cant see anything nefarious about his actions .

After looking at it on a larger screen, its quite evident hes not pointing he is holding something in that hand in the air. It looks like a tube of some sorts, so most likely a device to measure radiation or something similar.

And he didnt just appear....its 2 separate times...edited together

I would say he was taking a 60 second reading with a wireless Geiger Counter wand.

I think he's pointing at you.

If someone can turn this into a conspiracy, then the sky's the limit I guess.

I think that's some artifact cause by the the image transmission.

To be honest, quite eerie. Is this some sort of message, a warning?

He appears to be pointing directly at the camera. His stance changes little throughout the entire video but is most pronounced towards the end. One would assume he would naturally move his arm a bit during an air reading, but instead he maintains the pointing posture.
