Harrp is a part of Echelon. Its the portion of Echelon connected to radio siginals used for programming keyloaders which the are used to program the secret encryption codes for encrypted routers that run siprnet computer systems. They are updated around every half hour with a new encryption code. The US UK agreement that has been in place since WWII is still used to this day just includes more nations. Japan, Australia, UK, US, Hong Kong and New Zealand. You can check each one of those places and find a Echelon recieving station for gathering intel. The mix of equipment is for gathering different sources. Radio, satilite you name it they spy on it.

I also think these are two or more imagery sets, the purple part had me thinking about aurelis borealis though..Not a weird thought since they're close to the northern pole and tinkering with the ionosphere...

I found someone claiming that HAARP is used to create a 'virtual' ELF antenna in the sky. I've never heard that one before.

When I open the link in the OP on my iPhone (with the built-in Google maps app), it says it's "Closed permanently". Anyone care to speculate as to why Google might say that, when that's clearly not the case?

Because users on Google Maps can tag places as closed.

Go to it's place page and untag by clicking the "Not true" link:
