I think I understand where you're coming from, and what you're aiming at. This "civilian force" could be another name for a former, similar force in power position not too long ago. According to online dictionary-

police state
n. A state in which the government exercises rigid and repressive controls over the social, economic, and political life of the people, especially by means of a secret police force.

crap, though referred to by another name, is still crap.

And with a new "civilian force" with funds greater or equal to the military sounds like more national security= agency with more power than maybe FBI, and will likely have an entirely new set of rules, laws and regulations.

How much poewr will this force be given over us- the citizens?
Complete suspensionof habeus corpus? I must admit, the worry as to how much power/control such an agency can have over people is sky high.

Just how much more trouble could we be in for?

I would rather have a government supplied M4A1 Semi-Automatic assault rifle in my living room than nothing at all to defend myself while I await the arrival of the military to defend me and my neighbors against an imminent attack.

I think they should have that civilian armed militia on full alert....so they can fight the aliens everyones been seeing... they post about it constantly...im surprised i havent seen one yet at 7-11 getting a hotdog and a coke.....

Maybe Obama was just throwing the idea out there to see if he could tap a deep widespread hatred for the neo-con military industrial complex. He couldn't be seriously thinking of starting a new military because he doesn't trust the current one. I think its a little something he learned from his Marxist professors called "planting the seeds of revolution".

A civilian defense force with as much power and funding as our military means a police state and/or revolution.
