Robert McMahon, assistant secretary of Defense for sustainment, told lawmakers that construction projects would be delayed but not canceled in response to President Donald Trump's declaration of a national emergency. The projects chosen will have a minimal effect on readiness to fight, he said. Requests for additional funding will come in Trump's 2020 budget for the Pentagon, McMahon said.

Well, I'm pretty sure Ginsberg won't last another 5 years.
I saw McConnell priming the pump for that possibility yesterday. He was asked about confirming Justices in the last year of a Presidency. He stated that it was not proper to approve a Supreme Court Justice in the final year of a President's final term, when the Senate majority is of a different party than the President. Which means that as long as the Republicans hold the Senate (likely the way things are going), Trump can nominate Justices up until the day he exits office according to the Senate majority leader.
