The Pentagon, together with various intel agencies, are in the position to advise the president and Congress on where national security is at risk, like the security of our elections, and where it is not, like at the southern border.
What we have is a president who lies to the American people about that information, for personal gain, and is stealing funds, delegated to other projects by Congress and Pentagon officials, to excite his base and gain votes, not for the good of the country.

With respect to Acts of Congress authorizing the exercise, during the period of a national emergency, of any special or extraordinary power, the President is authorized to declare such national emergency. Such proclamation shall immediately be transmitted to the Congress and published in the Federal Register.
