The phone picture in #2319 shows FEMAIPAWS where telecom provider would be.

Here is info on IPAWS from the FEMA gov site. It also includes PDFs of companies capable of developing the alerts software.

My phone got its alert, but the really strange part was how weird it was acting earlier this morning. It shut itself down and rebooted several times for no reason that I could figure out.

So it appears that you don't need to have a SIM in your phone to get the alert, which goes back to apoint I made earlier in this thread, that you phone is still reaching out to cell towers even when there is no SIM. As long as the radios are on, you can be tracked, the SIM is just the tie in to the carrier that opens the door for sending and recieving information that you choose to send.

Galaxy S8 note w/ Tmobile is a yes I didn't screen shot but it was just this is a presidential alert no action required or whatever, same as the others and lasted maybe 4 seconds.

Even though it’s only connected via Wi-Fi, the alert probably came through on the GSM network. It just shows that your phone is still connected to the cellular network.
