So... if we're going to get cutesy here, the rotting agents of the fish are found deep within. Name someone deeper inside the guts of DC than John McCain has always been. The agent of rot is currently nursing a terminal brain tumor in Arizona, which is why the fish must be cleaned, guts removed, salted and properly handled.
