It is now being reported that the fbi knew about this perp sept of 17.

This perp was reported to law enforcement. The fbi conducted interviews about this perp wanting to be a "professional school shooter".

What more can be done than that?

Most likely you're correct, because there are gaps in the reporting requirements for what gets loaded into NICS to flag someone when they try to buy one. Republicans tried to close some of these gaps with a background check bill in 2013. Democrats filibustered it. Their reasoning was that it "didn't do enough".

I guess "if it saves one life" is only a good slogan during campaign season.
