After the initial sighting, the motorcycle chases the alleged being and sees him again. If yoou slow the footage down, you can see where the 'being' runs through the mud.... but leaves no tracks in the mud.

To me it looks like it is dry dirt he is running on, not mud
I think it could easily be a "lost tribe" person. He runs fast, but not unusually fast. He doesnt look too big, but dont think he is that small either, but hard to say for sure. Dont think this is a "dwarf" but just a small man
