I don't reach the same conclusions she does. Everything they're doing could just as easily represent something good as well.

I'm not entirely sure that qualifies as a discovery.
Read the PDF carefully. The footnote on each page shows you that the document is from 2001, and the constant references to "...by 2010" should have told you that it's not a recent production.

Beyond that, there is nothing whatsoever to suggest that the document actually has its origin in NASA or any other government organisation. ...in fact, if anything, quite the opposite, given that the document has clearly been edited (bearing reference to stopthecrime.net and so on).

I'm going to go out on a limb here and say that it's safe to return to your regularly scheduled activities.
