Retired United States Army Captian Terry M. Hestilow posted this letter on his facebook page.

He addressed it to Senator John Cornyn of Texas.


It is with gravest concern that I write to you today concerning the recent appropriation of weapons by the Department of Homeland Security (DHS) that can only be understood as a bold threat of war by that agency, and the Obama administration, against the citizens of the United States of America. To date, DHS has been unwilling to provide to you, the elected representatives of the People, justification for recent purchases of almost 3,000 mine-resistant ambush-protected (MRAP) armored personnel carriers, 1.6 billion rounds of ammunition (with associated weapons), and other weapons systems, when, in fact, the DHS has no war mission or war making authority within the limits of the United States of America.

Significant is the fact that at the same time the Obama administration is arming his DHS for war within the limits of the United States against the People of the United States in accordance with his 2008 campaign speech claiming...

“We cannot continue to rely only on our military in order to achieve the national security objectives that we’ve set. We’ve gotta (sic) have a civilian national security force that’s just as powerful, just as strong, just as well funded [as the United States military]”--Candidate Barack Obama, 2008.

This act of the Obama administration stands as a glaring threat of war against our nation’s citizens!

And heres the best line:


The only proper response to this threat against the American people is for the representatives of the People, the members of the U.S. House and Senate, to demand in clear terms that the Administration cannot ignore, that the Department of Homeland Security immediately surrender their newly appropriated weapons of war to the Department of Defense (DoD).

Actually, I think there has been some clarification around these weapons purchases.

Apparently, the 1.6 billion rounds of ammo are appropriations. In other words they are reserving the ability to purchase up to those amounts.

I think there was even less information to substantiate the purchase of armored personnel carriers. DHS does seem to have some but the claim of thousands has not been confirmed.

That having been said, why in the hell does DHS need to appropriate these astronomical amounts!? And why do they need 100,000 "armed agents"?

This was a department that didnt even exist prior to 2002 thanks to the "small government conservative" George Bush.

Now, one could argue that these armed agents are those from the Secret Service or US Customs and Border Protection but that still doesnt explain 100,000 nor the vast quantities...

I hope our government is listening because people are waking up...

Great News!
When the people begin to stand up and call a spade a spade....refusing to allow the goverment to candy coat their preparations for civil war, which they are undoubtedly making....
I believe the comming financial abyss into which we are about to plunge, is the reason the government fears
civil strife.
There would be no need for such if more people like this vetran stood up to be counted on the side of the US constitution.

I read something yesterday that really got me thinking.... a very plausible reason for the dhs build up. It seems that the dots are connecting. If this is the way it's gonna go down, s will be htf very soon.

personally ive been of the mind that it would take the military prompted by the an overwhelming majority of the usa population to order the resignation of political leaders en masse. not a coup per se but a citizen sponsored forcing of the entire government to stand down and allow citizens to gather and work on solutions to all the problems facing this nation in an almost ad hoc manner. say a constitutional convention type forum? i dont believe all military leaders are corrupt by zionism or corporate influence that there are honest loyal military leaders worried about the course we are on and would be willing to step up and help the american people alter course from the present financial collapse and internal civil conflict that results from such a collapse. lets face it obama is following an agenda established by outside interests that intend to overthrow the united states and enslave it to their fascist agenda.these people are traitors. i include in that statement anyone who supports this agenda that holds public office. the bottom line is america doesnt have to continue down the road its going. we can change direction, and force change. but it takes power to do so and the only power strong enough that could force a halt and redirection is the military.

Don't forget about the Coast Guard, they're part of DHS. That's 40+ thousand more folks. Then you have the Federal Protective Service and the Federal Law Enforcement Training Center and it's numerious training academies.

The amount of people and weapons and round required, adds up pretty quickly.

Only "G-Men"should be so armed....FBI and BATFE (sans armored personnel carriers). Arming a standing (domestic) army seems contrary to the intent of the Constitution and Posse Comitatus. And once the weapons and ammunition are turned over then the DOD should auction off the "hollow point" (aka "dum-dum") bullets that are illegal in warfare according to the Geneva Convention to wholesale ammunition distributors for resell to the public.

I think you are right. People are clamoring about it without looking at those details. But hey, we got to clamor about something, right?If it isn't enough of an emergency we'll just start more threads about it and embellish it a little more?

Our government is killing us killing us I say.

Technically the MRAPS weren't a purchase.
They were given to DHS by the Navy.

The RFP paper trail is there for you to look at if you are interested. A Google search will turn it up.

RFP paper trail as well for purchasing "up to" X amount of rounds. Not for purchasing X amount of rounds.

Great Thread! However, i see it didn't take the paid Shills and Trolls long to show up to try and discredit you. I love seeing that you already have tons of Stars and Flags. (To any newbie those show there are lots of people that already support the Original Poster even though you don't see a lot of replies yet). I think there are a lot of veteran ATS members that are leary to post comments for fear of being tracked on this site now. There will come a day where we will all have to stand up for what is right and be willing to die for it. Just like our forefathers did.

So the logical question to the response, "...it's an open purchase order for up to X amount of bullets..." is this:

Why then is there such a critical small arms ammunition shortage in the US, affecting both citizens and local law enforcement agencies? The evidence appears to be that DHS is filling that 1.6 billion bullet order as fast as they possibly can.

Several months ago when people first started talking about this, the response was something like 'Your tinfoil hat is on too tight!' 'Step away from ATS' 'You crazy conspiracy theorists and your crazy theories!'

Now, it doesn't seem so crazy does it?

We have politicians writing letters inquiring the purpose, it is being reported in the lame stream media, and all kinds of people speaking out about it.

There should be no delay in answering the simple question (much like there should have been no hesitation to saying an emphatic 'no' to the question posed to Holder about drones being used to kill American citizens on US soil.) of what are they for?

The numbers of the ammo they are purchasing/have purchased are alarming, almost as alarming as the lack of a quick and clear answer to the question of why.

DHS is clearly preparing for something, and as tax paying citizens who are footing the bill, we have a right to know what that something is.

The squeaky wheel gets the oil. I hope that people will keep questioning this until we get a clear answer.

I'd preface my comment with; not knowing anything but what i've read on two different threads here (ATS) I'd have to say anyone with an alleged "30 years" of military service which included Combat in Viet Nam and Afganistan retiring at the rank of Capitan is no one I'd pay much heed to! Unless, they had been commissioned from an enlistetd rank. Being retired as capitan after 30 years, which included two tours or more of combat as an OCS or Academy grad indicates someone who really didn't meet the high standards of the branch officer corps in which they allegedly served. Secondly, who is that is in control, the illuminati, which are anti anything Comunist or Socialist, or the Communist/Socialist who are anti anything Illuminati? If the top 1-2% are (to be) in control, then government must follow their lead and push all money, power and resources into their hands, thus controlling and/or eliminating any competition or obstruction to domination. On the other hand, if those "Godless" communists and/or Socialists are taking over, the illuminati should be running for cover as we can see by the Bolshevic Revolution how, Capitalist hierarchy, power structure and most main stream intelligensia are dealt with! I'd suggest, what is coming is a combination of natural (God) catastrophe, economic collapse, pandemic and social chaos leaving those in power quite frightened by what they know is coming. It's to be unlike, anything ever seen/experienced by humanity and if we as a species have any hope of survival and avoiding de-evolving into Neandrathal or lesser levels of interaction and subsistence we should put aside our petty differences and prepare for what is soon to be upon and overwhelming us. If every where we look we see a Boogy Man, every where we look their will be such. Change is coming and it is inevitable, be a part of the good or be treated as a part of the bad, there is no middle ground. If you stand for nothing you will fall for anything. IMHO

Man, just read this on beforeitsnews and wanted to make sure it had hit ATS.

This imo is not just another story about the stockpiling and or purchases of ammo by the homeland defense, but an important stance on our rights, privileges and obligations as US citizens, Military and Police.

How many more individuals in the know will it take for this to go main stream and become a topic of discussion and debate?

How many more lives will be placed on the front lines before transparency of intent is acted upon?

This is the real deal and all of the private fringe conversations between responsible Americans need to be validated instead of made mockery of.

I read this letter yesterday and my first reaction was, wow!, how could a combat veteran Army officer be worried about a couple hundred thousand mall cops running around with light weapons? If the s**t came down, they'd probably end up accidentally shooting one another more than their intended targets.

I'll take the armed patriot populace of 100,000,000 or more over a tiny force of rent-a-cops any day!

Another point....It really doesn't matter if it's a "requisition" or what have you. They're buying the ammo as it's being made. It doesn't make a lick of difference if they buy it as they go along. They have first dibs on it, making it nigh impossible for Joe Patriot to acquire.

And those Stryker vehicles? Why do they need them? I don't care if the Navy "gave" them away or not. How anyone could defend DHS is beyond me. Their reason for existence is to keep us in line.

How obvious do they need to be about it before a deafening chorus shouting "no more!"? How long will we stand for this?

He never does anything that will not benefit or that would injure a major corporation.
He'd big on playing the political circus game, and for pushing things that feed his pocketbook.
If you gather I don't like him or his political actions or in actions, you would be correct.

He's not the only one feeling the heat, though. There are numerous members of congress starting to grumble, meanwhile the silence from Mr. Napolitano is deafening.

I fully intend to address this in far greater detail within days, but ask yourself, with all the law enforcement available in the United States, who the DHS is preparing to declare war on inside the U.S.? With the massive purchases of almost 3,000 new armored vehicles (MRAPs) and 1.6 BILLION rounds of ammunition, with associated weapons, who in the U.S. do they intend to kill? Short answer: You and me! Anyone they think is standing in their way to impose a new Marxist government! Anyone who stands for the U.S. Constitution!

We must demand that our representatives (Senators and U.S. Representatives) stand firm and immediately force, by law if necessary, the DHS turn over their arsenal of war making equipment to the Department of Defense. Nothing justifies this massive arms build up of an agency whose jurisdiction is internal within the United States of America! They are preparing to go to war against American citizens!

Don't wait on people like John McCain or Lindsey Graham to recognize the threat! Citizens you must demand Congress act to force these weapons, ammunition, and armored vehicles be turned over immediately to the DoD! Then let us dissolve the DHS (or SA, or SS... whatever you call them)!
