One question if these are chinese lanterns how can they move so fast as they are. Is there a strong enough wind at that low level? Can someone check the weather for that day?

If these are jets why is there no sound or noise coming from them?

It seems the sounds of fireworks are audible at 0.03, 0.14 and 0.19... this may indicate that these lights may be the result of festive season activities..

Those sounds seem more like the finger movements in front of the mic. As for the lights, well I dont know, maybe night kites, lanterns in the wind, fire starters in a little tin tied to a plastic bag...

Although we can never be certain; based on the hundreds of thousands of UFOs filmed throughout the years, this is not characteristic of how they're known to travel.
Rarely have I seen (if at all) a UFO (man-made or otherwise) tumbling while traversing. It is however, very characteristic of perhaps balloons, lanterns or a kite that was caught up in some tail wind while tethered together.
Sometimes Occam's Razor can be very helpful.

in all honesty they look and behave like Chinese lanterns

I've seen and released many that behave in the same manner in the op video



3 lanterns i released at a friends wedding a few months back

Knowing Laredo, those were gunshots, not fireworks.

And those lights, whatever they were, were not fireworks.
They do fly a lot of drones in that area searching for border hoppers and drug smugglers.
