Seems like the Russians wants more Russian "tourists" on Svalbard.

Russian Federal Tourism Agency (Rosturizm) to develop tourist infrastructure on the “Russia’s side” of Svalbard.


She refers to the potential target group as “very special” people


According to the Svalbard Treaty, the undersigned countries may run commercial activities on Svalbard which remains under legal jurisdiction of Norway.
