That is "There is no God but Allah" ("lā ʾilāha ʾillà l-Lāh")
Only the last bit (first two characters above, which are supposedly on top of each other) partially seems to resemble what's on the ring, the rest doesn't.
As it apparently appears on the ring:
لا إله
إلا الله
Personal verdict: NOPE.
Looks like a fancy design so that the ring doesn't look like it came from Mordor.

The Aztec revered him as the symbol of death and resurrection and he was later considered as the patron of priests. The name Quetzalcoatl can be roughly translated to "plumed serpents," "green-feathered-serpent," or "serpent of precious feathers." The main translation of the word is “quetzal," which is a beautiful, green Guatemalan bird, and "coatl," meaning serpent. Hence due to the significance attached to the name later on Aztecs priests and the Aztec society came to regard the snake as assign of the god.

Does that make Romney and Ryan Froto and Bilbo the quest to return the ring to the fiery pits?
Its "an intricate gold design from Indonesia, where he had lived as a boy,"
