While real and ongoing research I think you are misunderstanding. You can engineer the properties of a solid in this way but not the exhaust gas.

Even if it works perfectly in IR and the whole aircraft was made from it in the late 80s (which it isn't), the exhaust bloom will give it away. If you want cloaked aircraft you need propulsion that doesn't expel hot air in a detectable quantity.

The F-22 will be detectable with an IRST at some point. The intent is that by the time you would be close enough you've already eaten an AIM-120.

The biggest threat to an F-22 would seem to be restrictive ROE taking its design advantages away.

You could make an aircraft perfectly invisible in the IR (and VL) spectrums and it would still be detectable by IR as soon as it flies.

Granted, the range of detection, at that level of stealth, would be minimal, it is still detectable.

F-22 is currently IRST detectable.

Luckily, at ranges that are far shorter than the F-22's weapons.
