KABUL (Reuters) - An adolescent boy and a young girl have been beheaded in two separate incidents in Afghanistan, local officials and police said on Friday, in the latest brazen attacks that have raised fresh questions about a splintering Taliban.

A 12-year-old boy was kidnapped and killed in southern Kandahar province on Wednesday, his severed head placed near his body to send a warning to police, said provincial governor spokesman Jawid Faisal.

Phoenix_Program

The Phoenix Program (Vietnamese: Chiến dịch Phụng Hoàng, a word related to fenghuang, the Chinese phoenix) was a counterinsurgency program designed, coordinated, and executed by the United States Central Intelligence Agency (CIA), United States special operations forces, and the Republic of Vietnam's (South Vietnam) security apparatus during the Vietnam War.

The Program was designed to identify and "neutralize" (via infiltration, capture, terrorism, torture, and assassination) the civilian infrastructure supporting the National Liberation Front of South Vietnam (NLF or Viet Cong) insurgency. The major two components of the program were Provincial Reconnaissance Units (PRUs) and regional interrogation centers. PRUs would kill suspected VC, and terrorize and capture civilians who were thought to have information on VC activities. These civilians were then taken to the interrogation centers where they were tortured in an attempt to gain intelligence on VC activities in the area.[1] Few of the prisoners survived -- most of them were tortured to death, and those that survived the torture sessions were generally killed afterwards.[2] The information extracted at the centers was then given to military commanders, who would use it to task the PRU with further capture and assassination missions.[1]

The program was in operation between 1965 and 1972, and similar efforts existed both before and after that period. By 1972, Phoenix operatives had "neutralized" 81,740 suspected NLF supporters, of whom 26,369 were killed.[3]

Torture
A Viet Cong prisoner awaiting interrogation by U.S. troops, following the Tet Offensive of 1968

Common methods of torture used at the interrogation centers included:

"Rape, gang rape, rape using eels, snakes, or hard objects, and rape followed by murder; electric shock ('the Bell Telephone Hour') rendered by attaching wires to the genitals or other sensitive parts of the body, like the tongue; the 'water treatment'; the 'airplane' in which the prisoner's arms were tied behind the back, and the rope looped over a hook on the ceiling, suspending the prisoner in midair, after which he or she was beaten; beatings with rubber hoses and whips; the use of police dogs to maul prisoners."[9]

Military intelligence officer K. Milton Osborne witnessed the following use of torture:

"The use of the insertion of the 6-inch dowel into the canal of one of my detainee's ears, and the tapping through the brain until dead. The starvation to death (in a cage), of a Vietnamese woman who was suspected of being part of the local political education cadre in one of the local villages ... The use of electronic gear such as sealed telephones attached to ... both the women's vaginas and men's testicles [to] shock them into submission."[10]

Targeted killings

Lieutenant Vincent Okamoto, an intelligence-liaison officer for the Phoenix Program for two months in 1968 and a recipient of the Distinguished Service Cross said the following:[11][12]
“ The problem was, how do you find the people on the blacklist? It's not like you had their address and telephone number. The normal procedure would be to go into a village and just grab someone and say, 'Where's Nguyen so-and-so?' Half the time the people were so afraid they would not say anything. Then a Phoenix team would take the informant, put a sandbag over his head, poke out two holes so he could see, put commo wire around his neck like a long leash, and walk him through the village and say, 'When we go by Nguyen's house scratch your head.' Then that night Phoenix would come back, knock on the door, and say, 'April Fool, mother#er.' Whoever answered the door would get wasted. As far as they were concerned whoever answered was a Communist, including family members. Sometimes they'd come back to camp with ears to prove that they killed people.

I know from your posting history that you have a woody against the US/West by pointing out the faults of others [Which it should but] while ignoring these heinous action seems like a pretty obvious ploy....

While it's not 100 percent certain, it does follow some of the older guerrilla doctrine pretty closely. It's tried and true, for ages past now, to perpetrate acts like this NOT to send a message to the police, but to send a message to the populace instead. the objective in such cases is to show the populace that the government cannot protect them, and so their only hope is to throw in their lot with the guerrillas.

There are ways to effectively combat that doctrine, but in the case of current Afghanistan, I'm not sure they could be employed effectively, because the politicians and brass have made such a gawdawful mess of the entire operation.

The most effective counter is to agree with the guerrillas, state plainly that the government CAN'T protect you from them, and then organize and arm villages to be able to protect themselves. You empower THEM to look after their own defense, rather than insisting they should rely on a governmental defense that plainly isn't working. this has a variety of benefits, from boosting their self-confidence to making friends of the villagers to showing them that you trust them, and in turn fostering trust.

Given the horrendous cockup the politicians and brass have made in Afghanistan, however, I have my doubts that this particular counter could be effectively initiated at all. Probably too much water under the bridge already, and too much mistrust already in place to make it work.

I'd go on your trip, but I've decided I'm not going back out for any thing at all. I've not lost anything that's salvageable out there.

The difference being - one kills the bad guys while the other thinks everyone who doesn’t bow down to the Taliban IS the bad guy.

Freedom is something they are going to have to fight for on their own………it's their choice and I hope they make the right one.

Your prayer ANSWERS may be CLOSER then you think my friend. Patience is important as WE DO want them to have everything figured out so its PRECISION and not messy all wheat & chaff marked and THEN.... So for now I take in all I can of this old old old world for when the day arrives this no longer will be the same. 1 IS TIRED AS WELL sonny1 its just sad to know theses beings who did this still get to walk among the rest of the population while they have blood of children on their hands those who can see them see them IF THEY ONLY KNEW.

There's a difference between war and cutting 2 kid's heads off, which beheading people is a common practice over there, and that's what they'd do to you for not following after their demon. Stealing is wrong, but murder is worse by far because not only did they take 2 kids lives, they took what they cannot give back.

I think they've lost their way so badly that they can't make The Phoenix fly in Afghanistan. They don't have enough trustworthy Afghan cadre any more to set up the PRU's.

The Postal Police seem to me to be indicative of two other things:1) infiltration by the Taliban, and 2) general dissatisfaction with the way their American "friends" are running the show. that latter is what leads me to believe they can't make The Phoenix fly there. Politicians and generals have hamstrung the efforts of the Real Serious People by injection of too many troops and too much "political correctness" that flies in the face of running a real war. They should, in my opinion, have left it in the hands of the Special Ops guys from the various branches, rather than flooding the country with regulars in a weird attempt to get medals and kudos for the leg brass.

If they had left in in the SpecOps hands, and run it mostly using Afghan troops like the northern Alliance, we'd be out of there by now, and the Taliban would be all but extinct, and most definitely non-functional. Using the locals to run their own liberation does have definite advantages that I'm sure you can see, not to mention the fact that a massive influx of foreign ground troops was sure to foster discontent in Afghanistan, and then we get what we have there now.

No, that's a whole different flavor of chicken #. It doesn't taste much different than the sort that employs propaganda talking points in lieu of informative discussion.

Note that it isn't ME using the propaganda talking points - i.e. ""wholesale slaughter of civilians", DU contamination of large swaths", "wargames over American cities", and all the other entirely emotional appeals bereft of logic.

You should brush thoroughly after eating that sort - or after spitting it back out, like in that post.
