At all public institutions in Norway, higher education is free for international students as well as for Norwegian nationals.

Vouchers are not going to do anything. The USA needs to revamp the way they teach students... less testing, more hands on. Less memorizing, more
experimenting. We need more vocational oriented schools to help prepare for the real world and workforce.
