More aid to the supposed 'ally' helping with 'War on Terrorism' effort. Amazingly few weeks ago many of the supply route was attacked and caused damaged to the NATO convoy. Pretty good trick to extort money from the West by the 'ally'.

Pakistan and the United States signed a deal regulating the shipment of American troop supplies to and from Afghanistan on Tuesday, prompting Washington to agree to release over $1 billion in frozen military aid.

USA offers 1.1 billion cash or 1.1 billion war. Pakistan took the cash.

Having said that, most of Pakistan would be very unhappy with whoever took the money.

Basically its a pay per action in the Afghanistan/Pakistan territory
They are funded everytime the meter runs out on strategic favors. However there is also another side to this whole thing as per what exactly the money is used for but thats another topic

FYI, 99% aid given to Pakistan is used by corrupt officials and politicians to fund their lavish lifestyles.
