The ability to generate precipitation, fog and storms on earth or to modify space weather… and the production of artificial weather all are a part of an integrated set of [military] technologies.’ In 1977, an international Convention was ratified by the UN General Assembly which banned ‘military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects.’ It defined ‘environmental modification techniques’ as ‘any technique for changing –through the deliberate manipulation of natural processes – the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.’ While the substance of the 1977 Convention was reasserted in the UN Framework Convention on Climate Change (UNFCCC) signed at the 1992 Earth Summit in Rio, debate on weather modification for military use has become a scientific taboo. Military analysts are mute on the subject. Meteorologists are not investigating the matter and environmentalists are focused on greenhouse gas emissions under the Kyoto Protocol. Neither is the possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, part of the broader debate on climate change under UN auspices.

HAARP affects the ionosphere in a manner that is MANY orders of LESS than our own Sun!!! Look up the "megawatts" of power put out by our own Sun, that the Earth undergoes all the time.....then, compare to the miniscule amount that WE puny Humans can put out, via HAARP.

HAARP can "elevate" the "temperature" of the ionosphere....by a few measly (means "insignificant") degrees, compared to the over-all.

AND, the ionosphere has NO EFFECT on the Earth's surface!! To claim otherwise is just silly, and non-scientific...and ignorant/

Yes, people who don't understand a thing about physics or engineering but are certain that the US government is full of evil people are discrediting the truth.

Even Dick Cheney can't change the laws of physics. You can make a pretty good guess about how much power is being consumed by looking at the power lines coming in. (For example, the Oak Ridge gaseous diffusion plant once used something like 5% of the total electricity output of the USA, and it had at least 6 or 7 of the biggest 6-wire transmission towers coming into it from generators in various directions).

You have more to worry about from the Diesel fumes from military trucks.

This story is steep in conspiracy it mentions the J.Rockafella and the White Dragons. I believe in the capabilities of HAARP but im not sure what to make of this. Hence the Gray Area..

1. The reference in the article does not mention HAARP.
2. There is NO qualification about where the 60trillion figure comes from (which means its probably fiction).
3. There is NO qualification about Japan paying a "bribe" to the US (which means its probably fiction)
4. There is NO qualification about the involvement of the Rockafellas (which means its probably fiction).

The story is fiction and you you can mindlessly believe it to make yourself feel nice and warm and fuzzy in bed tonight cuddling your conspircy bear OR realise its a work of fiction.

HAARP is a research station and nobody has ever produced one ounce of information that contradicts this. FYI : HAARP consists of fixed antenna pointing upwards. Ever since America nuked the sky to make it incinerate (idiots lol) It added some electron belts around our atmosphere (or heavily charged some). SOME of the HAARP systems just pump energy up into those belts. Where other HAARP systems then use it.

I put this in the gray area because I considered it might be dubious. However paying 12% of your total economy is not impossible. Look at how much the UK and the US have just used to bail out their own economies...

Further I suggest you do some more reading about the HAARP. Modern warfare is electromagnetic.....
