Wouldn't you think it would be better to be fired than to tell a lie that would cost the lives of untold tens of thousands of people in a foreign land and thousands of U.S. troops?

No he absolutely knew he was telling a lie as established by him standing in front of a group of people in Egypt in February 2001 and saying the below:

Powell is a liar. Its undisputable from where I stand.
People have a tendency to defend people they know in some manner. Whether its personal or professional in nature. Hitler had his defenders too and still does.
