He's simply centering the image, folks. It's common procedure before on-site filming. It just usually isn't shown to the public, because well, it really isn't very interesting. Let's move on.

There's no way that he's centering the camera, it's in the same place it has been for months. You can see everything you have always been able to on that feed.

This is a webcam. It can be seen everywhere in the world. Watch the other video, it is 15 minutes long and he holds his finger in place the entire time, with an ominous sweeping motion, almost circular then points to the camera. And he is reading off a card...
