I think it was the International Atomic Agency or DOD taking samples to see what was occurring from all the nuclear fallout in those areas.
Why was America's Dairy Farming virtually shut down and the powdered milk imported from other countries around the world?

This is the funniest piece of disinformation out there, the mutilations did not just occur near nuclear fallout areas.
