That is the International Space Station.
Looking at Spaceweather.com, inputting Redding, CA, you will see that the ISS listed as follows:
ISS (rise time)06:47:58 pm WNW (transit time)06:50:22 63° (magnitude)-3.7 (very bright)

The object appears to move, however that is due to the movement of the camera. You can cleary see the moon in the shot, and then a few seconds later
you get to see Jupiter. Someone above posted that there are two lights, the second would be Jupiter.
