Maybe. I've encountered far too much anecdotal tales of racism in Japan towards foreigners from ppl who have travelled there. Not so much in the cities as elsewhere.

I can just imagine the correlations some ppl will infer as to why these countries are in the top 10.
Number of muslims/immigrants being low or something etc.
excuse me but thats where you wrong lets add up the amount of people who live in these 10 ice cold countries that according to you nobody cares about shall we and i can assure you that people who live there do in fact care ....
the grand total is over 50 million people in 10 different countries who im sure will disagree with you ...
and the rest of europe as well ...
