even the sexual responses of the subject 24 hours per day, 7 days of the week. This report in fact reports that sewed up inside the subjects body,
linked with a transponder would be a radio controlled electric shock device. It would be able to deliver "punishment" to the Offender anywhere in
the world.
Now what might interest you is that the author was Professor Ralph K. Schwitzgebel of Harvard. He dwelled on homosexuals for whatever reason, I can
only imagine seeing if it would change their aberrant behavior according to the times, but if one reads further in the document it starts talking
about offenders financial matters, and disputes over financial obligations, and worse yet "socially troublesome persons."
You really might find it interesting that microminiaturization would permit near permanent "intra-cranial stimulation". This program is civil
instead of criminal so the 8th Amendment would not be a problem. You really would find it interesting that at some point during the development
process a certain NSA computer specialist proposed attaching miniature electronic tracking devices to 20 million Americans. The transponder would
transmit the wearer’s locations by radio to a computer and would be used for "arrests following riots or confrontation". It would also be used
for monitoring aliens (not ET's...lol), and political subgroups. Now if you research this like I said you will find that his twin brother Dr.
Robert Schwitzgebel was deep into "Behavioral Engineering". He submitted ideas, or suggestions to the government to consider the increased use of
devices "DESIGNED TO CONTROL GROUP BEHAVIOR". HELLO!!!! Does mass school and mall shootings come to mind when the shooters have the same MO and
circumstances and the end up in suicide. A touch of Satanism and ritual killings give it a flavor.
The idea was to shift some defense spending to developing weaponry to devices for measuring and reinforcing desirable behaviors of large groups.
For fun, look into Barton L. Ingraham of Berkeley' School of Criminology went a step further. He got into electro-physiology. This means it goes
beyond surveillance but it got into automatic deterrence or blocking of tendencies. Electronic stimulation of the brain. in fact, Electrical
impulses injected into the brain can induce, inhibit or even modify movement, desire, rage, aggression, fear, pain, and pleasure. In fact, according
to reliable sources, Dr. Jose Delgado implanted radio transceivers into the heads of animals to monitor and control their activities and emotions,
from a distant location. Computers of this period, 1970's were being tested on subjects in mental hospitals. They were programmed for undesirable

Now, the physical control of the mind, which is now possible, would be completely effective, it would obviate the need for massive changes in the
social system, and it would be CHEAP! No need for chemotherapy, shock therapy or psycho-surgery. What is also interesting to note that a Joseph A
Meyer, who worked for the NSA back in the 1970’s, dealing with Behavioral Engineering, wondered in reports “whether this technology could be

fundamentally unnecessary to the economy the pressures toward “crime” are relentless and therefore the transponder system is cheaper and more
efficient than an occupying army. He actually wondered about 30-40 years ago if this super-technology could lead to a police state. He had these
naïve notions and was a dupe like many in the CFR are now. Joseph Goulden, investigative journalist found that a surveillance system was developed
in Tampa, Florida to control a network of video tape recorders and alarms in public areas under a system called STAVS (Sensitized Transmitted Alarm
Video Systems).
This was pre-1973 so do you think that in say, 40 years there has been any advancement. Probably not/sarc. So, I say again, I would link up HAARP,
GWEN, ELF towers and technology, Chemtrails with aluminum Oxide and metal shavings (CONFIRMED), Barium Oxide (confirmed), and NANOBOTS and FLU
VACCINES, HINT HINT......would be linked? Investigate Project Blue Beam and HAARP and a great deception coming.
