I've had quite a search too, Pumpkinorange - without success.
There is surely enough information available to involve HAARP in a debate about climate change.
This current weather is caused by a negative phase of the Arctic Oscillation, which was created by a reversal of the usual differential pressures
between the ice cap and the tropics. This caused a strong wind field that temporarily drove the Gulf Stream toward the west Greenland current.

This has happened before (1952) so it is not a freak event, but as HAARP is known to alter atmospheric pressure it should be looked into.
Since the UN General Assembly banned hostile use of environmental modification techniques in 1977, HAARP is not mentioned - as if it's believed that
nobody would now exploit its power since it is illegal to do so. Debate on weather modification for military use has become a scientific taboo.
Why? Smells fishy to me.
To quote Dr Michel Chossudovsky (Professor of Economics, University of Ottawa
son of UN diplomat):
"Under the UNFCCC, the Intergovernmental Panel on Climate Change (IPCC) has a mandate ‘to assess scientific, technical and socioeconomic
information relevant for the understanding of climate change’. This mandate includes environmental warfare. ‘Geo-engineering’ is acknowledged,
but the underlying military applications are neither the object of policy analysis or scientific research in the thousands of pages of IPCC reports
and supporting documents, based on the expertise and input of some 2,500 scientists, policymakers and environmentalists. ‘Climatic warfare’
potentially threatens the future of humanity, but has casually been excluded from the reports for which the IPCC received the 2007 Nobel Peace
Prize.

Although it's apparent that it's unlikely that HAARP could be the driving force of the suspected climate change, it has huge power.
"...HAARP documents admit that thousandfold greater amounts of energy can be released in the ionosphere than injected...."

Nicola Tesla's discovery was supposed to be for the people's benefit (free energy).
He held it back as he didn't want it to get into the wrong hands.
As it happens, according to his neighbours, he had an all-day visit from two government men who returned the following day - which was the day he was
found dead.
