Abstract
There is disclosed method and apparatus for triggering a substantial change in ionospheric characteristics of the earth and measuring certain selected characteristics of the earth. Substantial energetic particle precipitation is triggered through injection of low energy ionized gas, such as hydrogen, in the region of large fluxes of energetic particles in or near the magnetic equator. The loss process is known to occur naturally but a triggered change is achieved through injection of larger amounts of low-energy ionized gas than are naturally present, preferably in the cusp region, which usually extends inside the synchronous orbit for several hours about local midnight.

METHOD FOR PRODUCING A SHELL OF RELATIVISTIC PARTICLES AT AN ALTITUDE ABOVE THE EARTHS SURFACE

Abstract
A method for establishing a region of a high density, high energy plasma at an altitude of at least about 1500 kilometers above the earth's surface. Circularly polarized electromagnetic radiation is transmitted at a first frequency substantially parallel to an earth's magnetic field line to excite electron cyclotron resonance heating in normally occurring plasma at an altitude of at least about 250 kilometers to generate a mirror force which lifts said plasma to said altitude of at least about 1500 kilometers. Heating is continued at a second frequency to expand the plasma to the apex of said field line whereupon at least some of the plasma is trapped and oscillates between mirror points on said lines. The plasma will be contained within adjacent field lines and will drift to form a shell of relativistic particles around a portion of the earth.

So I went back and thorougly read the patent. It's connected to HAARP.

from charged electrons and ions becoming trapped

between two magnetic mirrors which exist at spaced

In the past several years, substantial effort has been
made to understand and explain the phenomena in-
volved in belts of trapped electrons and ions and to
explore possible ways to control and use these phenomena
for beneficial purposes. For example, in the late
1950's and early 1960's, both the United States and U.S.S.R.
detonated a series of nuclear devices of vari-
ous yields to generate large numbers of charged particles
at various altitudes, e.g., 200 kilometers (km) or greater. This was done in order to establish and study artificial belts of trapped electrons and ions. These experiments established that at least some of the extrane- ous electrons and ions from the detonated devices did become trapped along field lines in the earth's magneto- sphere to form artificial belts which were stable for prolonged periods of time.

Other proposals which have been advanced for altering existing belts of trapped electrons and ions and/or establishing similar artificial belts include injecting charged particles from a satellite carrying a payload of radioactive beta-decay material or alpha emitters; and injecting charged particles from a satellite-borne electron accelerator.

Still another approach is described in U.S. Pat. No. 4,042,196 wherein a low energy ionized gas, e.g. hydrogen, is released from a synchronous orbiting satellite near the apex of a radiation belt which is naturally occurring in the earth's magnetosphere to produce a substantial increase in energetic particle precipitation and, under certain conditions, produce a limit in the number of particles that can be stably trapped. This precipitation effect arises from an enhancement of the whistler-mode and ion-cyclotron mode interactions that results from the ionized gas or "cold plasma" injection.

It has also been proposed to release large clouds of barium in the magnetosphere so that photoionization will increase the cold plasma density, thereby producing electron precipitation through enhanced whistler- mode interactions. However, in all of the above-mentioned approaches, the mechanisms involved in triggering the change in the trapped particle phenomena must be actually positioned within the affected zone, e.g., the magnetosphere, before they can be actuated to effect the desired change.

The earth's ionosphere is not considered to be a "trapped" belt since there are few trapped particles therein. The term "trapped" herein refers to situations where the force of gravity on the trapped particles is balanced by magnetic forces rather than hydrostatic or collisional forces. The charged electrons and ions in the ionosphere also follow helical paths around magnetic field lines within the ionosphere but are not trapped between mirrors as in the case of the trapped belts in the magnetosphere, as the gravitational force on the particles is balanced by collisional or hydrostatic forces. In recent years, a number of experiments have actually been carried out to modify the ionosphere in some controlled manner to investigate the possibility of a beneficial result.

Notice the mention of "clouds of barium."

The original research concerning the "Electron Cyclotron Resonance Heating Method" was done by Nickola Tesla, and later expanded upon by not only Soviet scientists, but also by U.S. scientists, such as Bernard J. Eastland---a scientist who was associated with ARCO (Atlantic Richfield Oil Co.). ARCO has traditionally been controlled by members of the CFR (i.e. Council on Foreign Relations). Eastland, who was the "front man", now resides in TX. He transferred the patent rights to APTI, Inc. (i.e. ARCO Power Technologies Industry, Inc.) in the late 1980s, which was a Los Angeles, CA subsidiary of ARCO. APTI, Inc. then sold out to "E-Systems" on June 10, 1994, which company has pretty much, over the years, been under the control and influence of the CIA. On April 3, 1995, "E-Systems" sold out to the still larger Raytheon Corp. I don't know what has happened, by way of "transfers" since that time.

The author of the Rense article editorializes that this is part of a NWO technology to "modify weather, create or trigger earthquakes and volcanoes, spread viruses, create the phenomenom known as "electromagnetic pulse", and, to modify behavior control among the populous."

PROJECT WOODPECKER pertains to the "Electron Cyclotron Resonance Heating Method" now being used to alter the earth's magnetic field---inorder to modify weather, create or trigger earthquakes and volcanoes, spread viruses, create the phenomenom known as "electromagnetic pulse", and, to modify behavior control among the populous. The HAARP (i.e. High Frequency Active Auroral Research Program) transmitter site, that is located NE of Gakona, AK, is large enough to cover most of the Northern Hemisphere. It is however but one of other such sites (some of which are known as "Ionospheric Research Instruments") scattered around the world. And, many of them here in the U.S. are able to tie into the much smaller GWEN (i.e. Ground Wave Emergency Network) remotely controlled transmitter sites that have been built all over the U.S. in a grid pattern, with their antennas spaced about every 200 miles or so.

This line of inquiry will follow later. Hopefully someone else would be willing to research this claim of HAARP and GWEN sites.

A method and apparatus for altering at least one selected region which normally exists above the earth's surface. The region is excited by electron cyclotron resonance heating to thereby increase its charged particle density. In one embodiment, circularly polarized electromagnetic radiation is transmitted upward in a direction substantially parallel to and along a field line which extends through the region of plasma to be altered. The radiation is transmitted at a frequency which excites electron cyclotron resonance to heat and accelerate the charged particles. This increase in energy can cause ionization of neutral particles which are then absorbed as part of the region thereby increasing the charged particle density of the region.

It's evening in England and I've had a few whiskys so I'll not engaged in any serious discussion. Just a couple of comments for consideration: is this HAARP/Chemtrail activity restricted to the USA? And does having a patent mean that the processes described in it actually work?

When is an invention patentable?

Many inventors are disappointed to learn that their idea by itself cannot be patented. Typically, their idea could be patented if it were developed a bit further. This “I-got-a-great-idea” stage isn’t enough because U.S. patent law requires that the invention be both “conceived” and “reduced to practice.”

The first step, conception includes both the initial Eureka!-moment and a mental formulation of a complete solution to the problem in such a way that enables a person of ordinary skill in the relevant science to practice the invention without undue experimentation.

For example, Thomas Edison’s conception of a light bulb included both the initial Eureka!-moment but also the mental process whereby Edison realized that an electric current caused certain filaments to glow when in a vacuum, this glow could be controlled and could produce light. At that point in time, Edison had in his mind the conception of the invention. He knew how to use a glass bulb as a vacuum chamber, how to string a filament between two conductors inside the bulb, how to conduct current to cause the filament to emit light and thus, conception was complete. (Note: the precise material of the filament was not necessary for "conception").

The second step, reduction to practice, can occur in two ways: either an actual reduction to practice or a constructive reduction to practice. Actual reduction to practice occurs when the inventor creates a physical embodiment of the invention, such as a working prototype. However, a working prototype is not the only suitable example of an actual reduction to practice. Actual reduction to practice occurs when the invention evidences sufficient testing to work for its intended purpose.

Constructive reduction to practice occurs upon filing a patent application. A patent application must include enabling disclosure and the best mode of practicing the invention pursuant to 35 USC §112. This establishes a prima facie case of reduction to practice. Of course, the applicant may establish an earlier date of reduction to practice by evidencing the earlier actual reduction to practice.

In addition, an inventor must show diligence between the initial conception and the ultimate reduction to practice. A dilatory inventor may loose future patent rights if the time and activities between conception and reduction to practice are not reasonable under the circumstances. For example, if an inventor conceives an invention first but does not diligently work to reduce it to practice and another person independently conceives the same invention at a later date and diligently reduces it to practice, the second inventor will be granted the patent.

Diligence and actual reduction to practice may be evidenced by a good laboratory notebook or similar documents. Should evidence of diligence and the earliest date of reduction to practice be required, then adequate descriptive drawings, building a prototype, and filing a patent application can save the day.

It is also important to know that the actual reduction to practice need not take form of the ultimate commercial embodiment of the invention. As long as the inventor can show that the invention solves the problem it set out to solve, or otherwise works for its intended purpose, the most commercially viable solution need not be demonstrated.

Ultimately, an invention is patentable when conception, diligence, reduction to practice can all be demonstrated. Timely filing a patent application creates a prima facie case of conception, diligence, and reduction to practice.

KIDFLASH has a point....one 'chemtrail' advocate says it's sprayed to be dispersed on the surface, another advocate says it's related to HAARP. AND HAARP requires dispersion in the upper atmosphere.

So, at least try to get your stories straight!!!!

Emergency vehicles would be placed throughout the mid-west. Upon identification of a threatening mesocyclone, they would converge within about a 30 mile radius of the storm and a few hundred such vehicles would beam their energy into the cold rainy downdraft. The technology for tracking the storms has been developed by tornado chasers such as Doswell.

He is dead, but I'm sure there is still some smart folks at the company.
I recall some eye witness accounts from Hurricane Rita who said that they saw a red beam shinning down from the sky off the coast of Galveston. If you remember Rita was headed straight for Houston then suddenly took an abrupt right turn right off the coast. I wonder if that was the same sort of technology in their tornado mitigation proposal.

Yes, it's either amazing or evil. Either way, tthere's a big risk experimenting without knowing the ramifications. When the US first tested the atomic bomb, they didn't know if it would set in motion the destruction of the universe. But they went ahead with it anyways. The failout is still out there in there or in the ocean. Cancer is problem caused by those tests. Now we have HAARP and Chemtrials? The ecology of the world is at stake.

To date, there have been eleven other patents derived from Eastlund's original work. These patents describe the reflective alterations of the ionosphere for such uses as "nuclear scale explosions without radiation," "power-beaming systems," "over-the-horizon radar systems," and "nuclear missile detection and destruction systems." Further, the patents are now owned by Raytheon, a long-standing defense contractor, and can now be combined with other military patents and used for battlefield applications.

Eastlund's original research recognized the military uses for his discoveries. A review of his patent applications shows how this technology can be used:


"...ability to put unprecedented amounts of power in Earth's atmosphere at strategic locations and to maintain the power injection level particularly if random pulsing is employed, in a manner far more precise and better controlled than heretofore accomplished by the prior art, particularly by detonation of nuclear devices of various yields at various altitudes..."
"...It is possible not only to interfere with third party communications but to take advantage of one or more such beams to carry out a communications network even though the rest of the world's communications are disrupted. Put in another way, what is used to disrupt another's communications can be employed by one knowledgeable of this invention as a communication network at the same time..."

"...large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction."


Additional research indicates that funding was approved to develop a tomographic scanning apparatus back in 1996. This ability to penetrate deep within the Earth, to scan for caves, munitions storage and potential enemy shelters, is specifically outlined as part of the funding agreement. But the same wavelengths used in this tomographic scanning are powerful ELF radiation. And once located, strategic targets can be destroyed by changing the frequency and power of the directional beam. In short, the 104th Congress was duped into funding a "death ray." Recent (FY-1999) budget requests have included huge appropriations for the Navy, with emphasis on anti-missile technologies. The Navy is also developing high-altitude manned and unmanned vehicles at secret locations, such as those in Nevada. One such project is called "Aurora," suggesting a link to this new technology. It is our belief that this electromagnetic beam system is currently on-line.

Perhaps we can justify this dangerous manipulation of nature by convincing ourselves that America is the only remaining super-power, with morality and capability to be Earth's police force. Certainly this kind of lethal power is better controlled by a democracy than, say, a terrorist regime like Libya, or an unstable government like Iraq. The potential for building a HAARP type of installation is well within the technology and budget of even the poorest country. It involves no nuclear fuel and can be constructed covertly. Computing power is now virtually unlimited. The country that has such a capability on-line first, and is able to detect and destroy other such devices, could maintain the balance of power and control of the globe.

HAARP technology is presently under suspicion by a number of scientists around the world. The ionosphere has been described as a delicate "bubble" of charged particles that, much like the ozone layer, serves as a thin skin, protecting us against high energy particles that regularly stream towards Earth from the Sun. Even a temporary "hole" or rip in this ion field could result in the collision of these particles with our genetic and biologic molecules, causing mutations or death. Some scientists even worry that the ionosphere could collapse from electrical imbalance. They ask, "Can we really afford the risk of tampering with something that we do not yet fully understand, and which belongs to all life (not just human) on this planet?" HAARP has even been accused of environmental vandalism.




The Earth has a solid metallic core and a rotating mass of electrical conducting, liquid rock called the mantle. This makes the Earth behave like a giant dynamo, with a strong magnetic field. Not every planet has this. The magnetic field, or magnetosphere, is important for the existence of life, as we know it. It effectively diverts the solar wind as it throws charged, high energy particles towards the Earth. These magnetic fields are furthest from the Earth at the equator and they actually meet the planet surface in the Arctic regions. The latter phenomenon is the reason for locating ionospheric "heaters" near the polar regions of Earth, where they are most accessible and vulnerable to unnatural influences.



The solar wind is so powerful that it distorts the magnetosphere, causing the part facing the Sun to become compressed (left) and the side opposite to the Sun (right) to have a "tail," similar to the tail of comets. Together with the lower ionosphere, these charged atmospheres are essential for maintaining the radiation-free environment on our planet. Like the ozone layer, they are fragile but essential to life. The irresponsible damage to these ecosystems could turn HAARP into a weapon of total destruction.

We were assured that HAARP was purely a research facility with no classified status. When we submitted some of the material referenced in this story, we were told that there was no basis to support such activity at HAARP's Gakona facility. We were reminded that HAARP has an open web site, with ample pictures and public disclosures. We were asked, "Would a classified military operation act this way?"
