Russian President Dmitry Medvedev ratified agreements on Thursday concluded last year with Abkhazia and South Ossetia, under which Moscow will set up military bases in the breakaway republics.
The treaties allow Russia to operate military bases in Abkhazia and South Ossetia for an initial term of 49 years, with possible extensions for an additional 15 years.
A U.S warship arrived Oct. 17 in Georgia's Black Sea port of Batumi for exercises with the country's coast guard, the U.S. embassy said, in the latest of a series of such calls which have angered Russia.
The guided missile cruiser Philippine Sea's "regularly scheduled" port call will include "combined training exercises with the Georgian Coast Guard," the U.S. embassy in Tbilisi said in a statement.
Russia has recognized the annulment of South Ossetian presidential elections, calling on all South Ossetian political powers to respect the Supreme Court’s decision, the Russian Foreign Ministry said on its web site on Wednesday.
Russia calls for maintaining “a calm and stable situation” in South Ossetia, the ministry said.
South Ossetia’s Supreme Court on Tuesday declared null and void the outcome of the November 27 runoff presidential elections because of violations. However South Ossetia’s former education minister, Alla Dzhioyeva, who had won the runoff, declared herself president of the breakaway republic in defiance of a court ruling.
Following a court’s decision annulling results of the Sunday’s presidential runoff, the breakaway South Ossetia’s Parliament approved March 25, 2012 as the date of repeat polls.
Outgoing South Ossetian leader, Eduard Kokoity, welcomed both the Supreme Court’s ruling and a decision of the Parliament and called on the citizens to maintain calm and observe the constitution.
In a second statement released on November 30 over developments in breakaway South Ossetia, the Russian Foreign Ministry said Moscow was concerned about the tensions, but had no intention to meddle in internal affairs of Tskhinvali.
Following some NATO-member states Georgia too has announced about stopping sharing military information under the Treaty on Conventional Armed Forces in Europe (CFE) with Russia.
Sunday’s presidential runoff in breakaway South Ossetia is not an election, but “an event planned by the Kremlin,” Georgian Deputy Foreign Minister, Nino Kalandadze, said on November 28.
A statue to former U.S. President Ronald Reagan was unveiled in downtown Tbilisi by President Saakashvili and the U.S. congressional delegation on November 23 with the Georgian leader saying at the ceremony that the statue was symbolizing the difference between the ideologies of Georgia and its northern neighbor.

Russia's President Dmitry Medvedev said twice on Monday on two separate occasions, that the August, 2008 war with Georgia thwarted NATO's plans to expand further on the post-Soviet space.
Billionaire-turned-politician, Bidzina Ivanishvili, said on November 17, that while there had been some progress in military reforms, Saakashvili’s “authoritarian” rule was making it impossible for Georgia to join the NATO in near future.
“NATO has no alternative in terms of Georgia’s security and I stand where the absolute majority of the Georgian people stands and the Georgian people have made their choice in this regard,” Ivanishvili said, referring to January, 2008 plebiscite in which 72.5% of voters said they want Georgia to join NATO.
He said that unlike the authorities, “I and my team do not believe that we will be able to join NATO in the nearest future.”
“NATO is a political-military structure and apart of development of military system, development of democratic institutions in parallel is necessary. One of the statements and one of the issues on which [NATO Secretary General] Mr. Rasmussen stressed [when he visited Georgia on November 9-10] was that [parliamentary] elections in 2012 will be decisive and that NATO will be watching closely these elections,” Ivanishvili said during a press conference held for media sources based in the Georgian regions.
U.S. Secretary of the Navy, Ray Mabus, will visit Georgia on November 18-19.
Supporters of Alla Jioyeva, an opposition candidate who won in now annulled presidential runoff, erected several tents on Tskhinvali’s central square outside the government building on Thursday evening vowing to stand their ground.
“Our protest rally turned into a permanent one,” said Anatoly Barankevich, the breakaway region’s former secretary of national security council, who is Jioyeva’s one of the key allies.
“We are setting up tents now and we will be staying here before achieving annulment of the Supreme Court’s decision” which invalidated the November 27 runoff results, he added.
Opposition in breakaway South Ossetia accused the authorities of launching “repressions” against supporters of Alla Jioyeva, whose victory in the November 27 presidential runoff has been annulled by the court.
Meanwhile, at dawn on Tuesday an anti-tank rocket was fired at a home of the breakaway region’s chief prosecutor Taimuraz Khugaev, a close ally of incumbent South Ossetian leader Eduard Kokoity.
Earlier, there were reports that the South Ossetian authorities had closed the border ”to avoid possible provocations” amid anger over annulled presidential elections.

I'm going to make this clear, I'm not American I'm British and I don't want world domination. Just saying IF Putin wanted the world then Russia would be the bad guys. But Russia wouldn't do much damage conventionally.

I completely disagree. Russia would do a lot of conventional damage, especially since it has the capability to do it. They also have the capability to do a lot of unconventional attacks too, such as proxy warfare or special ops.
But I seriously doubt that Russia is interested in "taking over the world". They aren't exactly the plutocratic empire that the US is. Russia is, in fact, very nationalist and would be more interested in acheiving Russian goals, of which taking over the world is not one of them.
"Taking over the world" isn't even a practical goal for nations. It is more like a goal for an ideology- hence why capitalism wants it because it promises more profit, aswell as why the Soviets wanted it (because socialism is stronger in quantity).
However, as I said, Russia isn't really in ideological mode at the moment. They seem more interested in establishing their own autonomous power through economic and geopolitical means. This is so Russia will have a stronger base to stand on than rivals, such as China with its unstable economy, the EU that is currently in differentiation mode to separate the "top" EU countries from the weaker ones, or the US that only survives on "quantitative easing".
Georgia was named a NATO aspirant country for the first time on Thursday, the country’s deputy premier said.

The U.S. defense authorization bill contains a section, which calls for “normalization” of military cooperation with Georgia, including the sale of defensive arms.
The portion of the legislation dealing with Georgia calls on the U.S. President to submit to the congressional committees for defense and foreign affairs within three months after the bill is enacted a “plan for normalization” with a purpose to support Georgia “in providing for the defense of its government, people, and sovereign territory, consistent with the continuing commitment of the Government of the Republic of Georgia to its nonuse-of-force pledge.”
It calls for the sale of the U.S. “defense articles and services” and also for encouraging “NATO member and candidate countries to restore and enhance their sales of defensive articles and services to the Republic of Georgia as part of a broader NATO effort to deepen its defense relationship and cooperation” with Georgia.
