Its not to avoid a war tribunal because the USA does not answer to the world court and does not allow its citizens to be tried there. Thats why the prisoners at Guantanamo cannot be touched. The UN court system has not jurisdiction over them while they are on US soil or in US territory. No moving to Brazil is no escape from justice its an escape from disaster.

Actually this is dated information. I understand "his" land is on the border of paraguay and bolivia. Surely the worlds largest freshwater, underground water aquifer, beneath the property has nothing to do with his desire to own said land. About oil, probably...nat gas, yes.

i heard he bought it to secure the fresh water rights of the area.

I think fresh water is being set up to be the new oil. If you think you need oil wait till you need water.
