I've only read your OP but surely the very term 'illegal' immigration determines that it should be a criminal offence.
Why do you need additional legislation?
Surely they should just be enforcing existing laws?

But in Orwellian speak, “Common Sense Reform”, is just THAT, reforming what common sense means.
What we need is critically thought/logical sense that does not destroy countries, particularly Western countries.
I do not agree with the amount that is being spent on illegals and proxy wars. Why not half the amount, keep the illegal trespassers in their own countries, as multi-nations, “fix” what is wrong with their governments? I’m not saying, “Nation building”, though that is what it seems to imply.

And yes, the Western countries first need to fix what is wrong with our own countries.
In medical speak, a D&C (Dilation and curettage) or “Dusting & Cleaning” of our own governments! Clean the c#nt$ out!!!!
I cannot claim to know how Europe can do it but the US can create a “border wall” of factories. Mexicans et al. enter on the side of Mexico, Management (piss off, I don’t care) enters on US side, everyone paid in US dollars, end of day, no illegals allowed US entry.
