I would not be surprised at all if Qassem Soleimani was simply unfortunate, collateral damage. The US may not even have known he was also in the car. From what I've read, he kept a low profile, and would not dress military when in the field. This entirely could have been just a "lucky" strike as far as he was concerned. Then again, maybe not.

A lot can change in 6yrs, especially when you think about the intelligence and hidden matters Trump became privvy of.
