I think that is what most people would glean from that story.
The 25th is the amendment that says we can remove the president if he is mentally incapacitated. Believing in #e like this qualifies if you ask me.
The media seems to think there is a problem with his fascination with conspiracy theories too and have even created a montage of instances when he has postulated in machinations of this type. Including when he said Ted Cruz's father was somehow involved in the assassination of JFK.
