Given reports of the actors involved, my guesses from work this morning would have been either Hong Kong or Iran as hot sports for potential trouble. If something rouses China, it concerns Russia and the EU. If something gets Iran upset, it concerns Russia and the EU.

Those EAM (SkyKing) messages use what is called a One Time Pad. The intended recipient of the message has a code book that they use to decipher the message. It is unbreakable without the One Time Pad.
