But a joint statement by Justice Department spokeswoman Kerri Kupec and Peter Carr, a spokesman for Mr. Mueller, disputed that the special counsel contradicted Mr. Barr.
“The Attorney General has previously stated that the Special Counsel repeatedly affirmed that he was not saying that, but for the OLC opinion, he would have found the President obstructed justice. The Special Counsel’s report and his statement today made clear that the office concluded it would not reach a determination – one way or the other – about whether the President committed a crime,” they said.
There is no conflict between these statements,” the statement continued.

Why would they vote, when no coherent summary of their case has been put forward?

Well, for one, they still don't have the unredacted report, and the White House is stonewalling their subpoenas.

Well, for one, they still don't have the unredacted report, and the White House is stonewalling their subpoenas. They need the committees to do their jobs, lay out everything they have, not just the Mueller report, but everything that sprung from it, including Trump's issues with state courts, like the NYSD, and then decide if, when and how to move forward. Once they've laid out their case, and voted on it, it goes to the Senate. I'm sure that Mitch McConnell will, as always, do the right thing, protect American interests and its constitution. It'll all be on record.

That's harsh. So even if the man didn't do anything wrong and the charges were bull#, his political opponents get to wade through every book and cranny of his personal and business life at the expense of the American taxpayer.
This plot knows no bounds

Democrats already set the precedent that obstruction isn't grounds for removing a President from office. Clinton was black and white guilty of obstructing justice but they voted no to remove him on those grounds.
Oops.
