"Need" is not a action word in most NEs, Obama didn't need to go after the cartel now did he. Trump said he could get the wall over a long period of time but he wanted to get it quicker because of the situation...I'm not sure why people are focusing on need or want here, well I guess I do know...that is about all they have...

Did Obama NEED to give billions of dollars in cash to the Iranian government?
Or did he just WANT to?

It was certainly MANY TIMES the cost of this wall.
