The authorization allows for wiretapping a "foreign power or an agent of a foreign power" (which could include American citizens) suspected to be engaged in espionage or terrorism.

The warrant would follow Banking Transactions from the Russian Banks to where they were sent in the USA.

The Banks were targeted by the warrant, whoever was on the other end of those transactions was not.

The only way any Trump Campaign member could be included in that surveillance is if they received payments from those Russian Banks.

The FISA warrant allowed them to follow the money to where it was sent on US Soil.
