Because he didn't think it was such a big deal? Kind of like how the large majority of normal people didn't think it was such a big deal? Certainly not a negative thing to publicly and symbolically (because that's all it was at most) acknowledge that taking the occasional puff of weed isn't any different (certainly not worse) than sipping from a glass of wine. I wonder how many NASA employees have the occassional glass of wine or whiskey?
