Trump's proclamation is in direct conflict with the law which says anyone may apply for asylum, regardless of status or location.

The law says "whether or not at a designated port of arrival." The president's proclamation is in direct conflict.
The law also says the Secretary of Homeland Security makes the final determination. Why are you ignoring that?
